Manual shop torque reference typo mistake?

My 68 442 manual shop as the clutch cover bolts torque reference at 17 foot pounds of torque which seems low since ARP as theirs listed at 35 foot pounds of torque. Was this a mistake made in the printing of the manual shop?

Sounds about right to me. Overtightening them and having one snap flush with the flywheel is a headache you could do without.
