66 Horn Button Installation Problem

66 Steering Wheel Lock Plate Installation Problem

I have a 1966 Toronado and had turn signal problems. I have that fixed, but am having trouble reinstalling the steering wheel. My car has tilt and telescoping wheel and my problem is I can not get the spring behind the lock plate compressed enough to install the C clip. If I use a regular lock plate compressor, it pulls the telescoping shaft out. Does anyone have any advice or can someone tell me what kind of compression tool I need to use with the telescoping wheel. Thanks.
