1963 Cutlass Steering wheel screw

This holds the trim on the steering wheel. What type of screw drive do I need?

That's a clutch head screw. I didn't realize GM continued using them that late. I know my 1950s Chevy trucks have them. You need a correctly-sized clutch head driver. You can get one a Carlisle this week.
