Its been sitting for long time should I just clean it up and call it a day or
Should I send it out to get rebuilt or could I attempt to do it myself?

How many miles on the car? If it's not broken maybe just leave it alone. Only thing to really look at is the connections on the PS pump and the gearbox. If there's any leakage or the hoses look questionable, worth replacing them. ILT sells the correct set for 65.00 if you need new ones.
Gearboxes can be rebuilt but you need some special tools. There's a very good write up in the 72 CSM on this if you want to look at rebuilding either the PS pump or gearbox. I'd consider changing the fluid if nothing else - you can replace it with Dexron III (even recommended in the owners manual). Taking off the gearbox requires you to disconnect the intermediate steering shaft, center link from the pitman arm, and undo 3 bolts holding the assembly to the frame. Helps if you already have the PS pump off the block first. Lots of work to really clean it up nice.

76,000 miles could be more if the odometer is past the 100,000 mark im sure you looked at what I got going in the major build section allan everything is torn down and out of the car

You can wear these boxes out, but you really can't kill them.
If it's really only got 76K on it, just reinstall it and use it.
If you want a tighter ratio, the Jeep GC swap is a good bet.
