EGR valve ???

Hi all, I need a refresher on egr valve. I have a '73 350 in my '72, and thought I had effectively disabled the valve by disconnecting the vacuum hose and blocking the port on the carb. Would this leave the valve in an "open" or "closed" position? I cannot get the fast idle operation on a cold start to work correctly( newer '72 Q-jet) I have to pump the gas to keep the mixture rich for a bit on a cold start. Also runs rough at idle once warmed up. This leads me to believe the valve might be open all the time, the exhaust gas interfering with smooth running. Any ideas? Chumley

The valve should be spring loaded closed, however carbon on the seat can prevent it from fully closing.
