I'm not an expert in this era, but I believe this a horn cap insert for '65 and possibly '66 Cutlass and 442's. The hard plastic is clear with vibrant color in the rocket. A great detail piece.+

I'm not home right now to inspect the buttons, but I believe they have a loop on the backside so they can be pulled inward with string/thread. Someone can correct me if I'm wrong.
