You should be able to use any anti-noise capacitor - there is one on the regulator, and they are in a few other places, too, but I can't recall where - the '71-'75 B-bodies had one under the steering column.
You can connect it anywhere in that purple hot wire - it doesn't have to be connected at the motor.

But the caps are more efficient located closer to the source of the noise. Wont help much at the relay, so get it in by the motor.
Have a junk yard where you can look around at various cars to find one?
Anyone know what the capacitance value is? I once hear something like 0.1uF so if we find the value, you could use a cheapie from an electronics store if looks arent important.

I just bougt one on ebay - here's a link to see what it looks like. This capacitor is unique in that special boot connector that goes on the blower motor connection. The only other place I've seen a similar connector used is on either the temperature or oil pressure sender (I cant remember which offhand) on cars without gauges.
