i have seen it happen before once the powdercoating is chipped it starts coming off like paint peeling

If you are going to put factory breather or PCV grommets in the "drilled out" holes then the lip of the rubber grommets will extend well beyond the edge of the hole. This will cover the "cut area" and hold the powder coat down (IF the powder coat even tried to lift) as well since it will be sandwiched by the rubber grommet.

powdercoating does not really lift it cracks
powdercoating is not a flexible product
it will eventually crack from the engine vibration
ive seen many powdercoated valve covers on cars that have spider webs
then the powdercoating starts to peel like dead skin from a sunburn
ive also seen many powdercoated car frames have the same problem
the powdercoating would start to chip and peel around bolts because the frame flexes and the washers scrape the powdercoating off

i am sorry,but from my experience i guarantee you if holes are drilled in those covers the powdercoating will crack
