When you used to be able to buy the bead trim new from GM, it normally came with this little bag of pins taped to the beaded trim. The part number you bought was the bead kit, and the attaching pins came in an accompanying baggie.

I bought two or three of those kits from various dealerships and they all came that way from GM.

In my experience it was usually replacing the broken or warped plastic beading, and when you removed it, most often the bead would break and leave the pins behind. Careful removal of the pins with needlenose pliers usually netted saving most if not all. I had a grunch of spares at one time because of that. I usually would use the new ones and slide them into the new bead, using the needlenose cuz those little jokers were pretty sharp and sometimes tough to slide with the fingers, then line them up to match the old holes on the dash left behind. Usually worked pretty well.

So if someone just saved and used their old ones and put up the baggie of new ones- perhaps that's how it got separated.
