Not mine, looks like a clean car, seller doesn't seem to care, just wants to try and make money by parting it out. More pictures would also be helpful.

What does "Jack Wagon" mean? Can I assume it means someone who doesn't care about the car for what it is, like we do, and just wants to make money from whatever parts he can sell?

It may have. It could've been in a garage until he got it, then left it outside in the elements because he couldn't care less about preserving it. According to the map, he's right near the water, salt air blowing around constantly.

The car is interestingly low-optioned for a 98. No cruise control. No rear defogger. Base AM radio. Non-power windows and locks. It does have a clock and A/C. Whoever bought it originally wanted to get into Oldsmobile luxury on a budget.

This is the hardtop model, not the Luxury sedan. That explains the lack of PW and Power Seats. The front clock was standard. The rear one was standard for the Luxury sedan and coupe.
The front seat looks to be in surprisingly good condition. A good cleaning and it might look like new.

According to the specs book, the rear clock was standard only on Luxury Sedans (not Coupes, apparently) "with armrest bench front seat."
