Does anyone know what those bolts are called? Trying to remove them bolts keep spinning and have not succeed. Probably going to get new ones but i can not find anywhere.

If you are talking about the ones above the license plate mounting location, those are called "not factory". Cut them off and throw them away. It appears that there is some sort of free-spinning cap over the bolt head, as an anti-theft device. I wasn't aware that bumper theft was a thing.
