Gas Tank Venting

I have a 67 Cutlass convertible with a LY6 conversion. The replacement tank with an internal pump also included the two upper left vent provisions. The previous owner simply re-attached the vent lines and they re sitting on top of the tank from what I can see.
Is there a need to vent the tank or can these be plugged?

Currently my vent lines are looped together behind the bumper. So my tank is not vented. On occasion I've run into some vacuum issues in the tank with it like this. I'm not sure how that will effect an electric fuel pump for your LS conversion.
