1949 98 Access Door

1949 98 Access Doors
I've seen two '49 98's this week, both are missing the door that should cover this area. At least it looks like there should be a door. Anyone have any idea if there is actually supposed to be a cover there?

Then there's this area here:

It's got a door with two bolts (yellow arrows point to bolt holes), but if you look you can see it is spot welded on the bottom (red arrows point to spot welds) so that it can't be opened. Anyone know if this should be spot welded? I'm going to replace the wiring to the headlights, but I'm not sure I can get there without removing that door. The spot welds have me confused.

Access doors
There is an access door on the right side of the upper baffle. It's purpose is to provide access to the radiator drain petcock. There is no access door on the left side of the upper baffle. The headlamp wiring harnesses are serviced by removal of the complete upper baffle.
