Ok well with you guys and the info I obtained I took the plunge and bought it. Here are some more up close pics it is rough but is 98% rust free and is a awesome candidate for a frame off restoration. Car has no build sheet I could find but came with the original dealer finance papers and the liens removal paper 4 yrs later. Now without build info do I restore as I found it or add a few comfort creatures like power disk brakes and power steering? Seems she lived her whole life in KY and lost her original engine in the 90s.
Interesting note, none of the headlights worked so I replaced them all. The center ones are original T-3 bulbs barely make out the date codes.

Congrats! Good bones as they say. Looks like a good project. Since NOM and stuff, do what you want to it and make it perform and be dependable and comfortable IMO
