Hello,

I,m building a 403 for my 1972 Cutlass S and I want headers for this engine but which brands will fit this combo?
Do I have problems with the starter if I use headers and how low can I lower the car with headers on it?

The 403 is externally identical to the Olds 350, so get headers for that combo. All good full-length headers will hang down, so lowering will be a problem. Every brand of headers fits differently, so the exact amount of lowering will depend on which brand you pick. Expect fitment problems around the starter, shifter backdrive linkage, and the brake distribution block. That's just a fact of life.
