Vaccum/Fender help

I am putting back together a 1972 Olds Cutlass Supreme 350 with air that was taken apart. I am wondering what the bolts I have picture of are for, I am thinking inner fenders, no sure. I have cleaned up the old rust proofing etc on the rubber fenders, any suggestions on what to do next, paint them black spray with something? I also need help with where the vacuum hoses go, anybody have any pictures that might help? Thanks a ton, bill.

Three top bolts are for inner fenders (wheelwells) and lower two look to be fender.
