Need more info. How do you know the system has a full charge of refrigerant? Did you hook up a set of gauges and take a read when the system is cycling on/off?

The compressor cycling on and off could be a sign of low refrigerant. It'll run, pull down the low side pressure, then the low pressure switch will kill it... and so on.

Did you have a gauge set hooked up to read both the high and the low side? You cannot determine proper charge from the low side alone (what most do-it-yourself kits have a gauge for). The pressure will try and equalize with the compressor off, so the low side will read higher than if the compressor was engaged.

What where the gauge readings? Compressor running or not?
