Is it fixable?

Is it fixable?
Bear with me on this description.
The part that covers the seat belts are flaky. So if you rub up against it it flakes off and leaves flakes on your shirt. Kind of like the stuff under a headliner when you rub it.
If you know what im trying to describe, is that fixable? Can it be painted? Thanks

It's certainly possible to refinish them, but before you do that, why don't you take a look at some reproduction seatbelt covers? I know Year One has them because that's where I got mine. Can't give you a full review as I haven't installed them yet, but they look pretty good.

It's the same part from 82-85 (Delta Sedans, 98 Sedans and Custom Cruisers). It might even be the same for the 82-85 Chevy and Pontiac full size (sedans and wagons)
I don't believe these plastic pieces are reproduced.

Those plastic pieces can be refinished. I sanded and painted the lower B pillar covers on my 71 98 because they were deteriorating the same way. Use a name brand plastic paint you can find at the hardware store that is a close color match. Check it out!
