Painting plastic

Got a small problem here, and maybe this should be posted in the body/paint forum. Mods....feel free to move it if necessary.


Working on the customer's '64 Dynamic 88 with custom interior. His original chrome-plated plastic arm rest bases are very nice, but the chrome has mostly worn off. We are going to paint them black to match the rest of the interior. I spent a lot of time cleaning them with soap and water, then using a solvent to remove any oil residue. Attempting to paint them black with Sems "plastic" paint, and keep getting terrible fish-eyes all over. The paint just will not cover. Does all the old chrome plating have to be removed first? I've done this before with plastic bases with no problem, but they weren't the chrome-plated ones.
