67 cutlass power steering

So this may be a dumb question but here we go.....I recently acquired a 67 cutlass with power steering, unfortunately it does not run at the moment. In the process of pushing the car on and off of the trailer and into my garage I've noticed that when I turn the wheel, the power steering reservoir overflows out of what looks like a weep hole in the cap. Is this a normal condition with the engine off? Should this go away once I get it running and the fluid is cycled through the system? Or am I looking a a replacement/rebuild of the reservoir?

Thanks in advance

The reservoir may be overfilled.

This.

When I brought my 66 home from DFW it spewed from the hole. I took a rag out, stuck it down in the reservoir and pulled some out, good to go.
