1962 Starfire convertible fuel tank

1962 Starfire convertible fuel tank
The fuel tank in my 62' Starfire convertible has 3 tubes in it...one in the fuel sending unit for fuel pickup....one in the
right upper corner that goes to the surge tank that is mounted on the filler neck and one in the middle top of the tank that is a metal line bent down around to the front of the tank.
2 questions....what is the purpose of the surge tank which looks like a fuel filter...secound is the line located on the middle top a return line.
