Horn issue

I have a 72 cutlass with an aftermarket lecarra steering wheel that was installed by the previous owner, and ever since I've owned the car whenever I use the turn signal and the lever touches the steering column the horn goes off. Anybody know what the issue could be? Thanks

Somehow the lever is completing the circuit to the horn when it touches the steering column. Would think something is amiss inside the column or wheel...something is making contact to something it's not supposed to. Does the horn work normally otherwise?
