I's start by checking the flasher relay and the bulb. Otherwise there could be a wiring issue elsewhere.

In a modern car or an older German car, the signal lights not blinking on one side only usually means you've got a light bulb out.
Fewer bulbs = less current = can't heat up the flasher enough to bend the bimetallic strip to open the circuit = lights stay on and don't blink.

2 filaments, yes.
The dim one lights with the parking lights, the bright one with the signals or brakes.
If there is a ground problem, or if one bulb is screwed in wrong, you can get weird problems like this. When you turn on the signals, do both lights on that side glow bright, or is one dim? What happens if you step on the brake with the signals on or off?
