1970 vs. 1971 Cutlass/442 Dash Wiring Harness
I bought a 71- factory wiring harness as a spare for my 70-442. It appears to be different than the one I remember installing. I also noticed Fusick lists them as separate part numbers. Are these interchangeable without modifications or should I sell it and try to find one for a 70?

FYI, I know from first hand experience that the 69 and 70 forward lamp harnesses are different, despite having the same wires, circuits, and colors. The differences are the locations of certain circuits in the firewall connector. You can use the 70 harness on a 69 (and vice versa) by swapping the wire locations to match, but they are not plug-in compatible. I realize that is not a direct answer to your question, but it gives you an example of minor wire harness differences from year-to-year that can cause problems. Obviously the firewall connector is part of the dash harness, so any differences in circuit locations from 70 to 71 would similarly make them different. I don't have my 71 CSM at my fingertips, but there are significant differences in the firewall connector wire locations from 70 to 72.

Engineering Rule of Thumb:
If the part number is different, then the Fit, Form, or Function is different.
Joe is right on the 71 harness will have differences from the 70 harness.
It is up to you Rick to determine what they are, and can you modify the 71 to fit your 70.
If you have never changed out a main harness, it is a big job and you don't need any incompatibilities.
