Washer pump

Washer pump
On my 1972 Delta 88, the washers for the windscreen weren't working. Well, sometimes they would, but more often than not, furious button pushing would not yield any spray.
There is 12 volts at the connector when the button is pushed, so that portion of wiring is good.
I took the washer assembly off and popped the plastic cover off. Where the connector plugs in, it goes into a small circuit board, which then connects into the pump itself. In the interests of testing the motor, i bypassed this circuit board and plugged straight into the motor. Hey presto, it buzzed into life...
Question is, what does that circuit board do? The motor appears to be a normal 12v generic item, and wiring directly into it, it operates just the same and doesn't appear to be operating any faster or slower....
