Ignition lock bezel

Seem that to replace this bezel, the circular plate on the end of the ignition lock has to be removed.
How do I remove this plate?

Yes.
The threaded section have a smaller diameter than the endplate on the ignition switch so this has to come off.

Turn to page 12AA-4 in your 1968 Chassis Service Manual, steps 4 and 5 under Ignition Switch Removal. FYI, that "endplate" is part of the lock cylinder. It doesn't come off separately. You have to remove the lock cylinder.

If you were to see a NOS GM ignition switch, you would note on the inside where the lock cylinder mates up with the ignition switch, there is a slight amount of lubricant. I would suggest a very small smear of Vaseline on the end of the lock switch to lubricate the ignition switch just the way that they were like when new. It will go a long way to make sure that you have removed any resistance between the key switch and the ignition switch.
