After getting the defective replacement lifters replaced I decided to go for a spin and at long last use the cruise control function that's been mostly unused for who knows how long (it was fixed last year, corroded fuse). Once I get up to speed and set the stalk switch to on, I push the engage button and nothing happens. I push the engage button again and then it turns on. Is it normal to need to push the button twice to engage it?

No. Maybe the main switch was off. first time should set the speed, 2nd time drop it 1-2 mph. Maybe it was just a delay.

I'll try it again when I take it on the freeway again (hopefully tomorrow), if that isn't a delay then I'll take it to a mechanic. Thanks.

You're right, it was just a delay, which I guess was a bit longer than I initially expected. Using the engage button to slow down works well. However trying to use R/A doesn't accelerate it but rather seems to disengage cruise control completely instead of increasing speed. Maybe something isn't right with that.......
