front shock replacement

I was able to get the nut off the top of the shock without issue, however the two bolts in the bottom of the control arm are just spinning. Am I incorrect in assuming that these bolts should of been threaded through welded nuts on the control arm? I tried getting a wrench through the coil spring to hold what I thought was the nut on top, but was unsuccessful.

My thought was that if it was a nut, I would have to disconnect the ball joint from the upper control arm, and let it sag enough to get a wrench under the coil spring?

They are actually nut clips, they may have broken off and are spinning. It's a tough place to get into. I would not break the ball joint loose as then the spring has a chance to blow out. You might try an air impact wrench. If you have a torch you can blow the heads off the bolts, drop the shock and then replace the clip nuts with the new shock.

There's no "may have" about it, they ARE broken off and spinning. Very common. Cut, grind, or torch the bolt heads off, drop the shock, remove the broken clips, and replace with new hardware, available in any auto parts store.
