power steering conversion help 67 Cutlass

I put a Jeep power steering box in my car last fall. I just pulled one shim out of the pump valve to raise the pressure. Now the effort when going into a turn is acceptable, but when straightening the wheel, there is very little power assist and the wheel does not self center. Seems like a pump or volume issue, but I'm lost. Effort was high in both directions with no steering wheel return before the shim removal, so it is an improvement.

Car has all new tubular a-arms, ball joints, etc. Idler, Pitman arms, center link all check good. Have had the alignment done and checked twice (once to stock specs and once with positive caster settings), all within spec. Any thoughts appreciated.

What type of fluid are you using? I had a similar problem with a Jeep box in my 66, and found that standard PS fluid worked better than the red ATF.
