The best thing to use for a Cutlass's brakes to upgrade to disc is brakes from a Cutlass.
It's worth noting that brand loyalty is stupid when it comes to common parts. Yes, the engines in the cars are different, but the brake hardware is common. The earth will not shake if you put brakes from a Chevelle on a Cutlass or a Tempest.
Disc brakes were an option as early as 67 for these cars. 68-72 shared the same design, and you can get a "disc brake kit" pulled off a car that just needs cleaned up for a couple hundred bucks. You need:
The hub/spindle/rotor assemblies from the disc brake car
The master cylinder.
The booster, assuming it's power disc.
The proportioning valve.
Any lines you can get ahold of for knowledge of size for the new lines.
In fact, there's a "low cost disc brakes" thread around here.
