66 cutlass steering wheel wobble

Front end was all replaced 25 years ago, everything seems solid still, no play.
Car drives/handles as good as it always been. Everything fine till about 70 plus mph, wheel starts vibrating/shaking. if i let go of wheel its bad. Don't feel anything in seats/floorboard/dash. Literally just wheel at above 70. Since ive noticed this I
-checked front end
-balanced tires, new front wheel bearings
-replaced lower bearing in steer column, new rag joint coupler
Today i was shaking the wheel while friend looked under hood, alot of movement where column goes thru firewall. Took column out and noticed there is a rubber boot that goes thru firewall, seems ok, little dry rot. Probably original. But it seems like theres too much movement there. Anyone have any ideas? A source to replace that boot? Il post pics soon

top pic is the clamp plate, bottom pic is the boot, with piece of tape on it. The boot seems snug in the plate, but thats where i saw alot of movement.

there is a "sponge seal" gasket, thats been missing for 20 years, but im guessing thats just to seal out the plate. not provide any support
