Truck floor on a 69 cutlass

i am hoping I have this right as I am test fitting and hopefully welding later today. All advice and opinions are welcome from what it look like to me is that the filler panel welds under the trunk pan.

It should butt up against the side of the trunk floor and sit flush on top. Then spot welded into place. Here is an example as I was installing in my 69.

Had to do a small repair on the inner wheel well before putting in the trunk pieces. Having problems with the welder, kept blowing through. I am using a craftsman with .30 wire no gas and on setting B3 as it says on the machine.
