Rust Repair Advice Please
First time dealing with some minor rust repair.
There are two areas I need advice as to how best to treat.
1) Floor Pans - Surface rust only. There are no holes and they are not soft. What should I do ? POR-15? Eastwood Rust Encapsulator? Rustoleum Rust Reformer? Wire wheel to take off the surface rust and just paint?
2) Rear window - Again, surface rust only. Not soft. How to treat?

Several ways.. one is like you mentioned, wire wheel, use ospho, let dry, wipe down with thinner and paint.
Another is lightly wire wheel, then use POR 15.

The right way to address that rust is media blast followed by epoxy primer and paint. I would certainly do that in the pinchweld around the window, since any rust left in the bottom of pits will cause a return. The floorpan is less of a concern to me. I'd do a quick wire brush and hit it with a rust paint system. I prefer KBS over POR, but use the one you like best.

1. Media blast epoxy primer like Joe recommended.
The above method is what I use. If you go this route research the company that you will be using, there is the good the bad and the ugly when it comes to media blasters. They can cause damage to body panels if they put to much heat into them. Floors and around windows not so much but the roof is another area that caution must be used.
2. At home method buy a spot blaster that contains the media for around the windows you will need a compressor for this.
You can try a rust remover like this one https://www.evapo-rust.com/
Not a fan of converters or paints that cover rust on any project car that you want to keep long term.
I would delete the vinyl roof they trap water.
