The lights do not work on the control panel of the 91 Toronado I just bought, what do I check first?

These things were notorious for dash problems. Is it just lights? Or are there gages that are inop? If just lights it could be a bulb issue.

Its just the lights.. Is the bulb hard to get to? No owner's manual with the car which means I have a lot of perks and I don't know how to operate them. It has average miles per gallon, how much gas was used, ETA, climate control.

I would imagine the cluster will have to come out in order to change the bulbs. If you're going to pull the cluster, you may as well replace EVERY bulb, 'cause you won't want to pull that cluster more than you have to.
