The lights do not work on the control panel of the 91 Toronado I just bought, what do I check first?

These things were notorious for dash problems. Is it just lights? Or are there gages that are inop? If just lights it could be a bulb issue.

Its just the lights.. Is the bulb hard to get to? No owner's manual with the car which means I have a lot of perks and I don't know how to operate them. It has average miles per gallon, how much gas was used, ETA, climate control.
