How do I put in a profile picture?

Exclamation How do I put in a profile picture?
It might just be me not seeing something obvious, but how do i put in a profile picture? I tried to when I created my account but it never uploaded.

'User CP' tab at top of screen, then select 'edit avatar' from left hand menu.
