Help 74' 98 No turn signals.

The bar for the turn signals is completely loose and it wont work for turning or cruise control (which I could careless about)

How do I fix this?

sounds like you need to pull the steering wheel and find out whats broken. Good news is, every thing you need to repair it is available at your local parts store.

Is the signal lever attached to the column.....
or hanging by the cruise wire?

Is the car tilt, tilt-telescopic, or non-tilt? all attach to the t/s actuator differently. Tilt and non-tilt attach to actuator with a screw and you have to pull the steering wheel and lock plate to get to it. Tilt/tele screws into the actuator.
