Adding carpet to a 54 - pull up old floor?

Adding carpet to a 54 - pull up old floor?

Pretty much got all the running gear done, so it's time to start the interior... It didn't have carpet originally, but it's going to now .
This is a picture of the current floor (over the hump):

That hard rubber/plastic is literally falling apart. As I type this, I realize it's probably a stupid question but I wanted to be sure... Do I lay carpet directly over this, or do I need to pull/dig/scrape all of this out down to the bare metal floorboard? I'm guessing I would eventually reach metal somewhere under this... And if so, does the carpet just lay directly on the floorboard or do I need some kind of insulation/padding? Would that come with the carpet set?
This car has been garage kept it's entire life, even the 40 or so years it was in storage, so it's rust free. I expect zero problems with the floorboards.

It's a 54 Super 88 4 Door.
