Lower dash paint

Well... it WILL be black. Of course, it will be semi-gloss black, not the same as the exterior. The lower dash color was determined by the interior color, not the exterior color, which I think is your real question. If you had a black car with a gold interior, the lower dash would have been semi-gloss gold, for example.

My car is white with red interior.It needs a repaint,and the interior is so and so.
I am considering changing color to black on black.
Was wondering if they used same quality paint on the dash as on the body.

I'm sure 'Satin' colors will look very much the same. According to the 68 Cutlass Assembly Manual the 442 dash stripes were actually decals, not paint although I see a lot of people paint them on.
One thing about black - it's not too hard to find touch up colors....

According to the 1968 442 dash stripe chart there were only 2 stripe colors: Black and white. They could be ordered as per the decal chart in the picture below. Have a look. This is an excerpt from the 1968 Cutlass Assembly Manual - specifically section 1-3, page 116
