Tow Holes in the floor Pan under the rear seat

Anyone know what the two holes under the rear seat are for? The have a metal "cap" that fits in them and it is heavily surrounded with rubber sealant of some type. The cap pops off and would obviously let in water if not sealed.

Actually, they're factory drain plugs for when the bare metal body goes through the primer dip bath. You have to drain the excess primer out. There are others in the floor pan, such as in the front footwells.
