I have been told there is a tool for this but have never seen it.
I used the handle of a par of pliers that had rubber grips, I depressed the key part with the end and was able to twist and it loosened enough to turn by hand.

Good luck.

For general info, I found that if I pick the lock to rotate the cylinder to the locked position, I was able to walk the lock cylinder out pin by pin by depressing the pins through a small hole in the cylinder housing. Now I just have to figure out why neither the ignition or trunk keys will fit in the cylinder. Key hangs up before it is fully in the lock. To remove the housing, found a bolt head that was the correct diameter and filed one of the edges (ie made a tool) Gripped it with pliers, and it un-screwed right out.

There is another thread about this with a 72 glove box with pictures. Not sure if they are the same but If they are there is a tiny hole with a pin that you can depress and it comes right out. Then the outer ring does have a special tool to turn but I was able to use a chisel wide enough to hit two corners and turn it.
