how to remove door panel

How can I remove the chrome-like flange from the bottom of the (passanger side) ouside door?. It looks like someone tried before and got it all bent up. Will I have to remove the inside panel?

It is a 1984 Delta 88. The original door is being worked on. This door is okay and matches, but that chrome piece is all bent up.
