68 400 block numbers decode

How can I decode if a 400 block is from a 68 or a 69 442?

What do the varying sized numbers on the block by the distributor port mean?

I can't figure out how to attach a photo or otherwise I'd show one

Very simple. Look at the VIN derivative stamp. The second character of the stamp is the model year. 8=1968, 9=1969.
