Either the site admin blocked a spammer with an IP address that you are now using, or he/she blocked a range of numbers (pool) that your provider randomly assigns as the connections are renewed.

If yours is static, an Admin should be able to unblock it. If both yours and the spammers are dynamic and use the same range of addresses, the service provider(s) will have to deal with it.

Reset your modem and try it again. Slim chance, but, your new address might not be blocked.

There are a couple of members here, that are members of both sites. One should be able to contact the Admins, for you.
