71 Gas Gauge Question

The gas gauge in my 71 Cutlass is all over the place when I am driving it, When I turn the car off, the needle goes past the empty mark, sometimes all the way to the bottom af the cluster. Anybody know if this is mormal, or where to start looking for the problem. I never really know how much gas is in it.
