I honestly can't understand your question, or I would have responded.

Fifty-six words with one punctuation mark, and it's a comma.

If you could possibly rephrase your question and describe the problem in a bit more detail, I'm sure we could answer it.

Are you saying that when you use any of the "non-A/C" settings (Vent, Heat, Bi-Level, Defrost), the fan works properly on all of the three lower speeds, and on High as well, but that when you turn it to A/C or Max A/C the fan only works on High, no matter which position the fan switch is in?

Or are you saying that the fan works normally at all settings except for Max A/C, and that when you select Max A/C, the fan only works on High?

The Four-Season A/C system didn't have a MAX setting. Neither did the Tempmatic.

What year is this car?

Is it the Cutlass in the picture?

I assumed it was, and that one's a '74. Those images are from the '74 brochure.

Weird, because both '73 and '75 have an A/C Max position, according to the respective CSMs.

True for '75. Here's from the '75 brochure.

But here's from the '73 brochure. Only the Four-Season (and Comfortron) are shown. (Maybe there wasn't a Tempmatic in 1973?) No MAX position. I have a '73 service manual, too, and the images of the instrument panel in Figures 12A-1 and 12A-4 do not show a MAX position on the A/C control.

I misread the '73 CSM A/C Operation Chart, fig. 1B-5 (p. 1B-6).

It's the temperature lever that has a "Max" position, although, judging by the photo you posted, that position is not labeled "Max."

So, Steve:

Are you saying that when you use any of the "non-A/C" settings (Vent, Heat, Bi-Level, Defrost), the fan works properly on all of the three lower speeds, and on High as well, but that when you turn it to A/C the fan only works on High, no matter which position the fan switch is in?

What position is your Temperature control in? Have you tried moving the Temperature control to different positions?
