I have a 1967 Olds Cutlass Convertible, where the top meets the front windshield I get leaks when it rains or wash the car. Is there a gasket or seal that should be on top of the chrome window frame ?

No. There is no seal on top of the header.
The seal is on the roof. Make sure the seal on the roof is in good condition. They are easy to replace.
Also make sure the header latches are nice and snug but do not over tighten them. I have also put clear rtv at the seam between the molding and the top latch reciever. I can send you a photo if it will help?
Good luck these things leaked when new. I remember my dad's ragtops always leaked. My mother would not ride in the if the weather was wet. We had to put towels in our lap.
