I think he's a bit optimistic, but you never know. I think he's wrong to equate "hardtop" with "rare." What's more rare about is that it's a four-door, but that works against its value, not for it.
The Old Cars Price Guide puts the value of this in the $8,000 to $10,000 range, so he's got a good asking price, and he might take a high four-figure offer.

If you are selling a hardtop more door, roll all the windows down to show it off. My '66 Cutlass hardtop more door with a black interior was extremely popular. We sold it amongst ourselves three times, getting a paint job and a new vinyl top along the way. Many road trips with 3-5 people over the years. Hardtops rule!
