One thing I can confidently say it ain't is a Starfire. It's either a Dynamic or a Jetstar.
65 had the exhaust outlets in the lower quarters. Except for the 66, Starfires always had some type of (for the time) exotic exhaust system. Steel-packed mufflers, chambered pipes, side outlet exhaust were all used from 61-65.
