Can anyone tell me the procedure and torque specs to install the front brake drum on a 1968 Delmont?

What torque specs are you looking for? The wheel bearing nut is tightened while you spin the drum. I usually snug it up to seat the bearings, back off, then tighten until it just starts to drag. Install the cotter pin, and you're done.
