If this is the handle in the headliner above the passenger's head, it is still available. I don't know what they were looking at. Part #10293248. Sells for $34.20. GM has plenty of stock. It's in group #15.390 and is called, of all things, a passenger assist handle.
I don't know about any law requiring manufacturer's to supply parts for 10 years. Getting mechanical and body parts for your Silhouette is not going to be a problem. Trim parts will start to discontinue, but I don't suspect at a rate any higher than for other GM makes.
